Change and Resilience Challenges and Navigating a Shifting
Landscape

Over its 25-year history, Wellington Square’s journey has been defined by its
remarkable resilience and ability to navigate profound structural, societal, and
economic shifts. From national challenges to hyper-local transformations, the
centre has consistently adapted to survive and thrive.

A major turning point for the entire town centre was the closure and subsequent
demolition of the nearby Castlegate Shopping Centre and Swallow Hotel. This
structural shift fundamentally altered local footfall patterns and retail dynamics,
forcing Wellington Square to adapt to an entirely new town-centre reality.

Simultaneously, the nationwide rise of online shopping reshaped the retail
landscape. To keep people visiting in person, the centre shifted its focus toward
convenience, superior service, and experience-led engagement, turning
under-used retail units into spaces for community connection.

The toughest collective test, however, arrived with the COVID-19 pandemic.
Temporary closures and drastically reduced footfall brought immense operational
hurdles for businesses and staff. Yet, this period of disruption also highlighted the
immense strength and determination of the Stockton community. Long-term
business owners, support organisations, and volunteers rallied together. Tenants
adapted by introducing alternative services, while close collaboration between the
centre and Dan at Shop Mobility ensured that vulnerable visitors were continually
supported.

By refusing to stand still through economic downturns and changing times,
Wellington Square has proven that adaptation is the key to longevity. These
periods of intense change have not just defined the centre’s difficulties; they have
actively contributed to its ongoing development, long-term sustainability, and
reputation as a truly resilient community hub.

Living in the Present. The Heart of Stockton

Today, Wellington Square is celebrating an extraordinary resurgence, functioning
as a vibrant, multi-purpose community space where people come together to
shop, work, socialise, and access essential services. By ripping up the traditional
retail rulebook, the Council-owned centre has successfully balanced continuity
with modern demand. A bold strategy spearheaded by Stockton-on-Tees
Borough Council involved taking control of local assets, buying and demolishing
the old Castlegate Shopping Centre to make way for an urban waterfront park,
while successfully relocating 31 of its businesses into Wellington Square.

This transition has filled key vacant spaces, including the historic former Marks
and Spencer unit now occupied by B&M. Wellington Square boasts a line-up of
national brands like Barclays, Iceland, and Specsavers alongside beloved,
expanding independents like Bluecorn Bakery and Harry Meynell butchers. Lynn
Kinnersley, owner of Bluecorn Bakery, described the centre as a true “hive of
activity” where her expanded café and takeaway business has flourished.

The results of this proactive ambition speak for themselves. Wellington Square’s
vacancy rate has plummeted to less than ten per cent, and national retailers are
signing extended leases out of renewed confidence in the town centre. Footfall
has seen a massive boom, up 48% on 2021, 8% on 2018, and a staggering 20%
compared to pre-pandemic 2019 levels.

As Centre Manager Matt Boxall notes, encouraging local independent shops to
thrive alongside major brands has created a beautifully varied retail mix. By
prioritising the local community, customer care, and inclusive initiatives like
health exhibitions, Wellington Square has transformed itself into a dynamic
destination that is completely fit for future generations.

Vision for the Future and Shaping the Next 25 Years

The story of Wellington Square is still being written, and the next 25 years present
an exciting opportunity to build upon the strong platform established over the
past quarter-century. As the retail landscape continues to shift, the centre’s next
chapter will be defined by a progressive combination of innovation, sustainability,
and deep community engagement.

A core priority moving forward is reducing environmental impact while
simultaneously enhancing the day-to-day experience for visitors and tenants.
Wellington Square is actively working toward improved waste reduction and
recycling initiatives, alongside encouraging sustainable transport options by
developing better cycle facilities and pedestrian access.

At the same time, there is an unwavering commitment to ensuring the square
remains highly inclusive and socially valuable. By creating flexible spaces for
pop-up markets, cultural festivals, and educational initiatives, the centre aims to
beautifully mirror the unique identity and diversity of Stockton. True collaboration
remains central to this vision. Through ongoing public feedback, the centre
aspires to develop a true sense of belonging while supporting local employment
and partnering with community organisations.

Looking ahead, Wellington Square aims to contribute positively to the wider town
centre regeneration by integrating more leisure, service, and experiential offerings.
This proactive adaptation ensures the centre will remain highly relevant
and resilient in a shifting economic landscape. While the future cannot be
predicted with absolute certainty, the core principles of connection, accessibility,
and purpose will continue to guide its growth.

What would you like to see here in the future? Use our in-centre postcards to
write down what your future of Wellington Square looks like. This next chapter
belongs to those who use it, invest in it, and call it home.

Wellington Square is officially celebrating its 25th anniversary!

To celebrate a quarter-century at the heart of Stockton, we are throwing the ultimate 25th Birthday Street Party on Saturday, 25th July 2026, from 10am to 2pm. We want the whole community to join us for an unforgettable day of fun, nostalgia, and celebration. Today, the centre is a natural part of everyday life, but a look back at our history reminds us just how monumental this journey has been.

Celebrating A Big Birthday.

It’s hard to believe, but Wellington Square is officially celebrating its 25th anniversary! Today, the centre is a natural part of everyday life in Stockton, but a look back at our history reminds us just how monumental this journey has been.

In the first part of our anniversary series, we look back at how a bold architectural vision turned into a bustling community hub.

A Bold £40 million vision.

Before a single brick was laid, Wellington Square began as an ambitious £40 million retail development planned to completely revitalise the heart of Stockton. The name itself was chosen to honour a deep historic connection. Wellington Street runs right off the High Street, marking the very spot where the Duke of Wellington once visited Stockton to recruit his soldiers.

Landing massive anchor stores like Debenhams, Littlewoods, and Marks & Spencer was a massive victory that put the town firmly on the regional retail map. When the doors first opened at the turn of the millennium, a local resident beautifully recalled the incredible atmosphere:

“Everyone was curious and wanted to check it out – it felt new, modern… You didn’t just go to shop, you’d go for a wander, see who you bumped into, and just spend some time there.”

As the first parts of Wellington Square began to take shape, it marked a turning point for the area. What had previously been an idea on paper was becoming a physical reality. The foundations laid during this period set the tone for everything that followed, establishing not just buildings and infrastructure, but the beginnings of a shared identity that would grow over the next 25 years.

Growth and Community

Following its grand opening, Wellington Square quickly entered a period of steady growth and increasing activity, transforming from a brand-new development into an active, evolving destination. The physical space expanded alongside its reputation as key retailers like EE, Katies Kards, and Caffe Nero moved into the square, causing visitor numbers to increase massively.

The centre quickly established a unique identity by introducing vibrant events and seasonal activities. The mall became a place for shared memories, hosting large-scale circus acts that filled the avenues with excitement and welcoming families to visit Santa and his magical festive Grotto. These initiatives encouraged people not only to complete their weekly shop but also inspired visitors to stick around, engage with the centre, and spend quality time on Stockton High Street.

Wellington Square truly found its rhythm by seamlessly weaving itself into the town’s existing community spirit. It served as a clean, modern shopping environment that perfectly complemented the heritage of Stockton’s already bustling traditional market. Former Market Manager Colin Watson recalled that the realisation that the centre was becoming “something much bigger” happened almost immediately.

On traditional Wednesday market days, the town would absolutely buzz with life. Regular bus trips began arriving from surrounding villages, with visitors eagerly incorporating a walk through the new square into their day out. It became undeniable that Wellington Square was no longer just serving local shoppers on their doorsteps; it had grown into a major regional draw, pulling footfall from much further afield and cementing its place as a recognised cornerstone of the local landscape.

Brimming With Celebrations

Over the last 25 years, Wellington Square’s identity has been fundamentally shaped by landmark anniversaries, new retail arrivals, and public celebrations that transcend the day-to-day retail environment. These milestones have established the centre as a social anchor at the heart of the community, a collective gathering point where lasting memories are built.

Seasonal events remain vital to this enduring spirit. Christmas has consistently served as an annual highlight, instantly shifting the atmosphere of the mall with dazzling lighting displays, festive decorations, and family-focused activities that create a deep sense of occasion and familiarity.

The true heartbeat of the square, however, lies in its creative, charity-led, and community awareness partnerships. From high-profile, week-long charity drives like ‘Roary’s Big Week ’, which raised £1,150 for the MFC Foundation through quiz nights and family sports days, to meaningful health campaigns alongside the Teesside Samaritans, the centre frequently champions vital local causes.

Arts and heritage are regularly brought directly to shoppers. The centre has celebrated local creative projects through public art and photography competitions along with live performances of Stockton’s Pop-Up Pride, a sustainable ‘Summer Fun Fiesta’ for school holidays, and the impactful ‘Say Yes to the Prom Dress’ drive.

Wellington Square transforms its physical spaces into areas for shared human connection. These diverse gatherings give the centre its unique social significance, making it a proud community hub where visitors meet, connect, and celebrate together.

Stay tuned for the next part of our 25th anniversary series, where we’ll be diving into the memories, challenges, and incredible milestones that shaped our journey.

This month, the search for the next generation of business talent is underway! As part of the prestigious National Market Traders Federation (NMTF) Young Trader of the Year competition, young entrepreneurs with big ideas took to the stalls in Billingham, Stockton, and Thornaby.

Hosted by Stockton-on-Tees Borough Council, the Bright Minds Big Futures youth movement, and the NMTF, these heats saw our local markets buzzing with fresh energy. Our traders were put to the test, with a panel of judges scoring them on everything from product quality and stall aesthetics to their promotion skills and customer service.

New Year, New You!

After the sparkle and busyness of Christmas, January is the perfect time to slow things down, reset, and focus on feeling good. Both at home and in yourself. At the centre, you’ll find plenty of simple ways to ease into the new year with clarity, care, and confidence.

Clear the Clutter, Clear the Mind

There’s nothing quite like a post-Christmas refresh. From storage solutions and cleaning essentials to organisation must-haves, B&M has everything you need to tackle the tidy-up with ease. Clearing out the excess can be surprisingly uplifting, a fresh space really does help create a fresh mindset.

Prioritise Health & Wellbeing

January is often about gentle intentions rather than big resolutions. Whether you’re focusing on immunity, energy, or overall balance, Holland & Barrett offers a wide range of vitamins, supplements, and natural wellness products to support your goals. Small, consistent changes can make a big difference. Why not pop in and see what the team can recommend?

Support for Peace of Mind

The start of a new year can also bring financial worries for many, especially after the festive season. If you’re feeling unsure or need guidance, Citizens Advice is available to offer free, confidential support on budgeting, benefits, and money management. Taking that first step can be a huge relief. You can get in touch with them by heading to their website https://www.citizensadvice.org.uk/

A Gentle Start to the Year

January doesn’t have to be about pressure or perfection. It’s about creating space, in your home, your routine, and your mind, to move forward feeling lighter and more supported.

Whether you’re organising, rebalancing, or simply taking things one day at a time, we’re here to help you start the year well.

We look forward to celebrating your 2026 journey with you.

We’re excited to share that A Second Dance is returning to Wellington Square this autumn!

On Wednesday 30th October, from 12–4pm, students are invited to join us in the Square for another chance to pick out their perfect free prom attire. From dresses and suits to shoes, bags, and ties, everything you need to shine will be available, completely free of charge.

And that’s just the beginning. Following the event, we’ll be hosting a series of monthly pop-up workshops designed to help students feel confident and prepared for their big occasions. These sessions will cover everything from hair and makeup tutorials to nail care and even upcycling accessories to create a personalised look.

More details will be coming soon, but for now, pop the date in your calendar and get ready to dance again at A Second Dance this October!
